- On Oct 23, 2026, Kawasaki City published its review of how the developers will study the environmental impact (the "method review report"). It asks them to consider adding daycare centers, kindergartens and after-school clubs to what they study.
- The next stage is the "preparatory report", which sets out the study results. Residents can read it and submit written opinions then. The dates have not been announced.

What is an environmental assessment?
An environmental assessment is a process in which, before a large building is built, the developer studies its effect on the surroundings and daily life, and reflects the opinions of residents and the city in the plan. Kawasaki has its own ordinance for this. The plan is covered because it involves building a high-rise, a housing complex and a large building.
- Method statement: a document by the developer setting out what will be studied and how
- Method review report: the mayor's review of that method statement from the standpoint of protecting the environment. It is sent to the developer
- Preparatory report: a document setting out what the developer actually studied, and its predictions and evaluation of the impact
What was published this time is the second one, the method review report.
From the method document to the city's review
The developers submitted the method statement to the city on Jun 19, 2026. It was put on public view from Jun 29 to Aug 12, and two people sent two written opinions.
On Aug 26, the city asked the Kawasaki City Environmental Impact Assessment Council (a panel of experts) for its view, and received its reply on Oct 14. Based on that, the city prepared the method review report, published it on Oct 23 and sent it to the developers.
The city asked for daycare and pedestrian impacts to be studied
The method review report asks the developers to study the following points in addition to what is in the method statement.
| Topic | What the city asked |
|---|---|
| Greenery | Also consider how planted trees affect the surroundings, the traits of each tree species, and how well they fit in with the area |
| Local facilities | Consider adding daycare centers, kindergartens and after-school clubs to what is studied for the effect of a larger population |
| Traffic | Show the main walking routes around the site before choosing where to count pedestrians |
| Resources | Make not only the building but also the paving of open spaces last longer |
About 930 new homes will affect the facilities children use and the flow of people to the station. The study results are to be set out in the next document, the preparatory report.
Opinions can be submitted at the next stage
The announcement of the method review report does not give a period for submitting opinions. The method review report can be read as a PDF on the city's procedure page.
Residents can next submit written opinions when the developers submit the preparatory report and the city puts it on public view. The publication date, viewing period and deadline for opinions have not been announced yet. We will update this article when they are.
