Key points 30-second read
- We have gathered the seven major projects now underway in Saiwai Ward. They are the JR Nambu Line elevation (Kashimada Station will be elevated), a 34-story building in Horikawacho, Shin-Kawasaki Souzou no Mori, the LAZONA Kawasaki renewal, a technical college (kosen), and the renovation of Yumemigasaki Zoological Park.
- The longest is the Nambu Line elevation. It aims to remove the "never-opening" level crossings in FY2033 and finish the elevated track in FY2039. The total project cost is ¥138.7 billion.
- For the Shin-Kawasaki district plan, people with rights to land in the area can submit written opinions until Nov 19. We will add new announcements to this article.

Saiwai Ward has several projects running at the same time that will change the shape of the town: stations, homes, a research hub, a shopping mall, a school and a zoo. We have put the seven projects confirmed by Kawasaki City and the developers on one page. We will add to this article whenever something moves.
Seven projects on a timeline

| Yumemigasaki Zoological Park renovation | Minamikase | Renovated in stages from FY2028 |
Here they are in order of year.
Kashimada Station goes elevated: a ¥138.7 billion project
Yes. The project raises about 4.5 km of the JR Nambu Line between Yako Sta. and Musashi-Kosugi Sta., and Kashimada, Hirama and Mukaigawara will become elevated stations. Nine level crossings will go, including the Kashimada and Tsukagoshi crossings near Kashimada Station.
- Kawasaki City runs the project. The total cost is ¥138.7 billion.
- The project started on Jan 17, 2025, when Kanagawa Prefecture approved it.
- The plan is to buy the land needed for the elevated track by FY2028 and start building the elevated track for the outbound line in FY2029.
- In FY2033 the outbound line moves onto the elevated track, ending the "never-opening" crossings. In FY2038 the inbound line also moves up and the crossings are removed. Completion is planned for FY2039.
- The roads along the line (such as the Yako-Kashimada Line and the Tsukagoshi-Minamikase Line) will be improved at the same time. The roads are due to be finished by FY2042.
The details of the pedestrian deck (the elevated walkway in front of Kashimada Station) are still to be worked out.
West Exit: a 34-story Horikawacho tower and the Lazona renovation
A 34-story building is planned in Horikawacho. The plan is for apartments and commercial space, about 118 m tall with about 930 homes, at 580-1 and other lots in Horikawacho. Construction is planned from FY2027 to FY2033, and the environmental assessment (a process to study the environmental impact before building) is underway. See our article on the Horikawacho plan for details.
LAZONA Kawasaki Plaza is being renovated until spring 2029. Work began in October 2026. The West Mall and the 2F station-side mall reopen in summer 2027, the food court in December 2027 and the East Mall in autumn 2028. The grand opening is in spring 2029. We track the shops that closed and opened in our LAZONA Kawasaki closings and openings list.
Shin-Kawasaki: a quantum and AI hub, and a district plan change
Two things are happening at Shin-Kawasaki Souzou no Mori.
- A new hub for quantum, AI and semiconductors: A group led by Mitsubishi Estate will build and run it. Construction starts in FY2027, and it is planned to open in FY2029 (Souzou no Mori article).
- A change to the district plan: This process would widen the types of buildings allowed in District D (about 8.1 ha), where Souzou no Mori is. Under the draft, daycare centers, clinics, restaurants, hotels and more could be built. The draft is on public view from Oct 30 to Nov 12, and people with rights to land in the area can submit written opinions until Nov 19 (district plan article).
A technical college in Komukai, Yumemigasaki Zoo renovation
There is a plan for a kosen (technical college) on the site of Kawasaki Sogo Kagaku High School in Komukai. The Kawasaki City Board of Education aims to open it in FY2030 at the earliest. The departments and number of students have not been decided (kosen article).
Yumemigasaki Zoological Park in Minamikase will be renovated in stages from FY2028. The plan is to repair the animal houses and other facilities while moving the animals, at an estimated cost of about ¥5.32 billion (Yumemigasaki Zoo article).
